This position is responsible for the development and implementation of strategies to target and recruit candidate pool using a variety of tools and techniques.  The incumbent works closely with managers to assist in the development of strategies and recruitment of office and field workforce and to plan and monitor performance management and training, development, and career advancement requirements. 

Role and Responsibilities:

  • Administer the recruitment and selection process which includes: manpower planning; creating job descriptions and job advertisements; shortlisting; interviewing; offer letters; etc.
  • Design, build and implement innovative recruitment programs.
  • Play integral role in Concept’s “branding” and is able to communicate the values, culture, work environment, business strategies, benefits, and other areas of interest to a prospective candidate as necessary. 
  • Identify strategic sources for talent and measure results of each source (recruitment statistics).
  • Lead the design, development, implementation and maintenance of a skills inventory/assessment to assist in human resource planning and identification of training needs.
  • Assist in the execution of the training process including evaluation of effectiveness of training.
  • Coordination and tracking of career development requirements and training obtained and support to supervisors and employees in completion of training.
  • Actively gain understanding of the various roles throughout the company to assist in cross-training plans and requirements.
  • Participate in career fairs, recruitment events, and school visits and evaluate their effectiveness.
  • Liaise with learning institutions and other agencies to target students/graduates as potential employees.
  • Lead the performance management process and track completion of reviews.
  • Participate in the development and administration of compensation plans.
  • Participate in wage and benefits surveys and analysis.



  • Minimum five years’ of experience in an HR role.
  • Post-secondary education in a related field
  • Proven candidate sourcing and recruitment skills.
  • Demonstrated experience and knowledge of HR policies and Alberta and Saskatchewan Labour Standards.
  • Working knowledge of current and emerging training and performance management trends
  • Knowledge and experience in construction industry an asset

  • Excellent interpersonal and conflict resolution skills
  • Above average computer skills, especially excel and database
  • Statistical analysis skills
  • Ability to travel for recruiting events and maintain a flexible work schedule
  • Ability to go to construction job sites.
  • Ability to build rapport and trust quickly.
  • Proven creative ability in sourcing candidates
  • Ability to communicate at all levels of the organization
  • Ability to problem solve and make effective decisions
  • Communicate effectively for all reporting levels
  • Ability to maintain confidentiality in communication with employees
